Homelab topology

Dependencies and network/service relations from the canonical nabla-compose topology contract. Runtime ownership and lifecycle metadata are declarative context only and do not reproduce the operational start planner. The optional health overlay consumes the same server-authoritative homelab evidence as /api; it never probes services from the browser. Resource and traffic scaling consume bounded Prometheus/Akvorado-derived telemetry when available and otherwise keep the declared graph unchanged.
